NEW: Updated Policies for Shafter Memorial Park and Wasco Memorial Park

Dear Funeral Service and Floral Industry Partners,

Kern County Cemetery District No. 1 is committed to maintaining a dignified, safe, and environmentally responsible setting for the families we serve. To support these goals, the District has updated its policies regarding balloon and animal releases at Shafter Memorial Park and Wasco Memorial Park.

Effective immediately, the following activities are prohibited on cemetery grounds:

  • Foil (Mylar) balloons are not permitted.
  • The intentional release of latex balloons is prohibited.
  • The release of birds or other animals is prohibited.

Please note that the intentional outdoor release of electrically conductive balloons, commonly known as foil or Mylar balloons, is prohibited under California Penal Code Section 653.1. Violations may be subject to penalties under state law.

These policy changes are intended to protect cemetery property, reduce environmental impacts, prevent interference with utility infrastructure, and preserve the respectful atmosphere expected at our memorial parks.

We respectfully request that funeral directors, event coordinators, and florists communicate these requirements to families when making arrangements for services at either cemetery. Your partnership is essential in helping us ensure that all memorial services are conducted in a manner that honors both loved ones and the community.
